„Arrangement on a Working Holiday Scheme between the Hungarian Trade Office in Taipei
and
Taipei 
Representative Office in Hungary

The Hungarian Trade Office in Taipei and the Taipei Representative Office in Hungary (hereinafter referred to as
”the Parties”) have approved an Arrangement on the operation of a Working Holiday Scheme (hereinafter referred
to as ”the Scheme”) between the Parties. The purpose of the Scheme is to enhance cultural and people-to-people
contacts between Hungary and Taiwan in order to promote mutual understanding.

Scope of this Arrangement

  1. For the purpose of this Arrangement

(a) ”Taiwan” means the territory in respect of which the immigration laws administered by the Ministry of the

Interior, Taipei are applied at the date of the signature of this Arrangement.

(b) ”Hungary” means the territory in respect of which Hungarian immigration laws are applied at the date of the

signature of this Arrangement.

Responsibilities of the Hungarian Trade Office in Taipei

  1. The Hungarian Trade Office in Taipei may facilitate, subject to paragraph 3 of this Arrangement, on application by

a Taiwanese citizen

(i) having entered the territory of Hungary visa-free (in which case the applicant is advised to make

a preliminary inquiry to any Hungarian diplomatic representation in the world on the availability of the

temporary residence permit within the annual quota prescribed by this Arrangement); or

(ii) on the basis of a visa for entitlement to collect the residence permit applied for from outside the territory of

Hungary

the issuing of a temporary residence permit, valid in Hungary for a period of twelve (12) months from the

date of issue, to any person who satisfies each of the following requirements:

(a) is a person who holds a Taiwan passport valid for more than twelve (12) months upon arrival in

Hungary and who has household registration under the laws of Taiwan;

(b) has the primary intention to holiday in Hungary, with employment being an incidental rather than

a primary reason for the visit and will depart Hungary at the end of the visit;

(c) is aged between eighteen (18) and thirty-five (35) years, both inclusive, at the time of application;

(d) is not accompanied by dependants;

(e) holds a return ticket, or sufficient funds to purchase such a ticket;

(f ) has sufficient funds for his/her maintenance during the period of stay in Hungary, at the discretion

of the relevant authorities;

(g) pays the prescribed temporary residence permit application fee;

(h) has valid medical and comprehensive hospitalization insurance throughout his/her stay in Hungary;

(i) has not participated in the Scheme before.

  1. Up to one hundred (100) per annum of the temporary residence permits may be issued to Taiwanese applicants

who satisfy all requirements in paragraph 2. For the avoidance of doubt, an adjustment to the number of temporary

residence permits issued per annum will not be regarded as a formal amendment to this Arrangement unless its

effect is to reduce the number of temporary residence permits issued per annum to less than one hundred (100)

temporary residence permits, in which case the procedure in paragraph 17 of this Arrangement will apply.

  1. Any citizen of Taiwan who holds a temporary residence permit issued pursuant to paragraph 2 of this Arrangement

and who is granted permission has the right:

(a) to stay in Hungary;

(b) to undertake paid employment pursuant to the terms of this Arrangement for a period of not more than

twelve (12) months from the date of entry into Hungary;

(c) to enrol in training and/or study course pursuant to the terms of this Arrangement; and

(d) to enter and exit Hungary during the period of validity of the temporary residence permit.

  1. Participants in the Scheme may enrol in one training or study course not exceeding a total of three (3) months

duration during the course of their visit to Hungary.

  1. All persons from Taiwan who have entered Hungary under the Scheme described in this Arrangement will be

required to comply with the laws and regulations of Hungary and not to engage in employment that is contrary to

the terms of this Arrangement. Participants in the Scheme are not permitted to engage in permanent employment

during their visit and should not work for the same employer for more than three (3) months during their visit.

Responsibilities of the Taipei Representative Office in Hungary

  1. The Taipei Representative Office in Hungary may facilitate, subject to paragraph 8 of this Arrangement, on

application by a citizen of Hungary, the issuing of a visitor visa for working holiday makers (hereinafter referred to as

a ”working holiday visa”), valid for a period of twelve (12) months from the date of issue, to any person who satisfies

each of the following requirements:

  • is a person who holds a Hungarian passport valid for more than twelve (12) months upon arrival in Taiwan;

(b) has the primary intention to holiday in Taiwan, with employment being an incidental rather than a primary

reason for the visit and will depart Taiwan at the end of the visit;

(c) is aged between eighteen (18) and thirty-five (35) years, both inclusive, at the time of application;

(d) is not accompanied by dependants;

(e) holds a return ticket, or sufficient funds to purchase such a ticket;

(f ) has sufficient funds for his/her maintenance during the period of stay in Taiwan, at the discretion of the

relevant authorities;

(g) pays the prescribed visa application fee;

(h) has valid medical and comprehensive hospitalization insurance throughout his/her stay in Taiwan;

(i) has not participated in the Scheme before.

  1. Up to one hundred (100) per annum of the working holiday visas may be issued to Hungarian applicants who satisfy

all requirements in paragraph 7. For the avoidance of doubt, an adjustment to the number of working holiday visas

issued per annum will not be regarded as a formal amendment to this Arrangement unless its effect is to reduce the

number of working holiday visas issued per annum to less than one hundred (100) working holiday visas, in which

case the procedure in paragraph 17 of this Arrangement will apply.

  1. The working holiday visas shall be valid for twelve (12) months and shall entitle to multiple entries. The initial

duration of stay under the visas is one hundred eighty (180) days, which may be extended for no more than another

one hundred eighty (180) days within the validity period of the visa. The permitted work period should not exceed

the duration of stay for twelve (12) months granted by the working holiday visa.

  1. Any citizen of Hungary who holds a working holiday visa issued pursuant to paragraph 7 of this Arrangement and

who is granted permission has the right:

(a) to stay in Taiwan;

(b) to undertake paid employment pursuant to the terms of this Arrangement for a period of not more than

twelve (12) months from the date of entry into Taiwan;

(c) to enrol in training and/or study course pursuant to the terms of this Arrangement; and

(d) to enter and exit Taiwan during the period of validity of the working holiday visa.

  1. Participants in the Scheme cannot undertake any formal courses other than Chinese language courses in Taiwan not

exceeding a total of three (3) months duration during the course of their visit to Taiwan.

  1. All persons from Hungary who have entered Taiwan under the Scheme described in this Arrangement will be

required to comply with the laws, regulations and statutes of Taiwan and not to engage in employment that is

contrary to the terms of this Arrangement. Participants in the Scheme are not permitted to engage in permanent

employment during their visit and should not work for the same employer for more than three (3) months during

their visit.

General Provisions

  1. Notwithstanding paragraphs 2 and 7 of this Arrangement, either of the Parties may refuse any particular application

pursuant to this Arrangement it receives.

  1. Either of the Parties, consistent with its own laws and regulations, may refuse, the entry into its territory of any

person participating in the Scheme whom it may consider undesirable, or remove any such person from its territory

who has obtained entry under this Arrangement.

  1. Either of the Parties may, at any time, request consultations on the provisions of this Arrangement. The other Party

will respond to the request within sixty (60) days. The Arrangement will be subject to review after a period of one (1)

year from the date of entry into effect, and subsequently as requested by either Party.

  1. Either of the Parties may temporarily suspend the Arrangement, in whole or in part, for reasons of public security,

public order, public health or immigration risk. Any such suspension, and the date of its effect, will be notified to the

other Party as soon as possible.

  1. This Arrangement may be amended at any time by the mutual written consent of the Parties.
  2. Either of the Parties may terminate this Arrangement by giving three (3) months prior written notice to the other

Party.

Entry into effect

  1. The Hungarian Trade Office in Taipei and the Taipei Representative Office in Hungary shall notify each other in

writing that the processes required for the entry into effect of this Arrangement in their respective territories have

been complied with. This Arrangement shall enter into force on the 30th day following the receipt of the latter of

the notifications.

This Arrangement has been signed at Budapest, on 21 February 2014 in duplicate in the English language.
